How the Kakatiyas Engineered Telangana: Tanks, Temples & Towns


When the Kakatiyas rose to power, they inherited a landscape in which agriculture depended heavily on the seasonal monsoon. Much of the annual rainfall came within a limited period, while streams and rivulets could carry substantial water for only a short time. Without ways to retain and distribute that water, much of it flowed away before it could benefit the fields.

The Kakatiya period saw sustained attention to this problem. Tanks, reservoirs, channels and wells were developed according to the natural contours of the land. Where hills, slopes and valleys created suitable catchments, embankments could hold seasonal waters and make fertile land available for more dependable cultivation.

The consequences reached far beyond irrigation. Forest and uncultivated tracts were brought increasingly into the agrarian sphere, settlements expanded and agricultural production became more firmly integrated into the economic structure of the kingdom.

The inscriptions show that this process involved many levels of society. Kings, royal women, commanders, officers, subordinate chiefs and other local patrons appear in records connected with tanks, temples, wells, land grants and settlements.

Temples formed another important part of this landscape. Their religious functions were supported by land and other endowments, while their presence gave settlements enduring religious and institutional centres. In several inscriptions, tanks and temples appear together as part of the same act of patronage.

The inscriptions never describe this arrangement by the modern phrase Tank Temple Town. Yet, when the evidence from the Kakatiya heartland is examined as a whole, a recurring relationship becomes visible: water supported cultivation, cultivation sustained settlements, temples became important institutional centres, and revenue connected these productive landscapes with the state.


The Engineering of Water

The Kakatiya approach to irrigation began with the physical character of the land. The problem was not simply insufficient rainfall. Seasonal waters often remained available for only a brief period, and large quantities could be lost through streams before they reached cultivated fields.

The solution was to retain water where the terrain made it possible.

The sources describe selecting suitable points along streams, particularly where water passed between hills or rising ground. An embankment of earth and stone could then be constructed across the valley, creating a reservoir. The land below also mattered. For such a tank to serve its intended purpose, the area to be irrigated needed to be suitable for cultivation.

This represented a change in scale from many earlier tanks. Tanks had existed before the Kakatiyas, but the evidence describes them as generally smaller in capacity and in the area they served. Under the Kakatiyas, larger reservoirs were increasingly constructed to retain greater quantities of seasonal water.

The construction of tanks also carried religious significance. The sources record the installation of Varuna, the deity associated with water, before the digging of certain tanks. Tank construction was regarded as a meritorious act and was included among the Sapta Santanas, the seven works considered worthy of religious merit. Inscriptions associated with the period repeatedly connect such public works with religious benefaction.

The scale of some Kakatiya reservoirs gives substance to this record.

The Ramappa Lake, excavated by Recharla Rudra, a general of Ganapatideva, is recorded by an inscription dated Śaka 1135, corresponding to A.D. 1213. The reservoir had a substantial embankment and supported extensive cultivation. The same period saw the development of major reservoirs such as Pakhala, while a large number of smaller tanks served individual agricultural landscapes.

Pakhala provides an indication of the scale possible under Ganapatideva. The source describes a large catchment, a dam about one mile long and an extensive network of artificial channels. The lake was capable of supporting irrigation over a considerable area.

These were not exclusively royal undertakings. The evidence records tanks constructed by rulers, royal women, military commanders, ministers, subordinate chiefs and other local patrons. Mailamba, sister of Ganapatideva and wife of Natavadi Rudra, is associated with Bayyaram tank, while her sister Kundamamba is associated with Kundasamudram near Kundavaram. At Kondaparti, the commander Mailala Chaunḍa excavated Chaunḍa Samudra, while his wife Mailama is credited with a tank at Katakuru.

The evidence therefore points to a hydraulic landscape created through repeated local interventions within the wider political framework of the Kakatiya kingdom.


Water, Agriculture and Revenue

A tank became valuable when its stored water reached agricultural land and irrigated the crops.

The sources broadly distinguish lands according to their access to water. Some depended on rivers, rivulets, tanks and canals, while others relied upon wells. There were also lands sustained primarily by rainfall and natural conditions. In a region where forests and pasture still occupied considerable areas, bringing land into regular cultivation required both clearing and a dependable water supply.

Large areas along rivers and streams were naturally suited to agriculture, but seasonal floods could last only a few days. Wells, small channels along stream banks and other local methods allowed some of this water to be used. Larger tanks provided a way to retain seasonal flows and distribute them across wider areas.

The result was an expanding agricultural landscape that shaped the lives of people dependent on agriculture.

Irrigated land was not merely land with access to water. Once cultivation became more productive and regular, it entered the economic structure of the kingdom through taxation, grants and other forms of revenue.

The evidence for dasavandha is particularly important here. A share was collected from cultivators, generally described as one kuncha per putti of gross produce, and could be assigned to those responsible for maintaining irrigation works. Another arrangement, dasavandha manya, involved assigning a portion of the land irrigated by a tank to the tank keeper as manya.

These arrangements show that maintenance had an economic foundation. The irrigation system required people to repair bunds, clear silt, maintain canals and attend to sluices, and provisions existed for supporting this work.

Water lifting was also part of this wider system. An inscription from Dosapadu dated Śaka 1176 records a gift of five ratanas, together with the wood and bullocks required for their operation. These devices were used to raise water from wells, extending irrigation beyond the lands directly served by tanks and channels.

The Kakatiya irrigation landscape was therefore not dependent on reservoirs alone. Large tanks, smaller tanks, canals, wells and water lifting devices operated at different scales.

This mattered because agricultural expansion created the economic foundation on which settlements and institutions could grow.


Temples in the Kakatiya Landscape

The relationship between water and settlement becomes particularly visible in the inscriptions that record temples and tanks together.

An inscription from Hanamkonda dated A.D. 1117, during the reign of Kakatiya Prola, records Mailam, wife of Beta, in connection with the Kadalalaya Jina Basadi, while a tank was constructed through her husband Beta.

At Matedu in A.D. 1120, Vemabola Boddama Malla Nayaka, a soldier under Prola, is recorded as having built temples dedicated to Hari, Hara and Bhaskara and constructed the large tank known as Malla Samudra.

The relationship continues under Rudradeva. At Bekkallu in A.D. 1176, Mallireddy is recorded with the construction of the Mallikarjuna temple and the tank Mailasamudram. At Yellampet in A.D. 1178–79, Perama Reddi, an officer under the Kakatiya chief Prolaya Nayak, is associated with a tank and the Vishwanatha Deva temple.

Under Ganapatideva, the pattern continues.

At Machapur in A.D. 1217, Vennappureddy of the Kanta Madhuka family is associated with temples and a tank at Bodhukodur. Then, in A.D. 1228, an inscription from Girmajipet in Warangal records the establishment of temples dedicated to Saleswara, Ganapeshwara and Sakaleswara and mentions the tanks Vavillala Pedda Cheruvu and Pedda Cheruvu.

The Girmajipet record is especially valuable because it comes from the Kakatiya capital itself. It places religious institutions and water infrastructure within the same capital environment, reminding us that Warangal was more than a fortified royal centre. It was part of a wider urban and agrarian landscape shaped by water, settlement and institutions.

The evidence extends beyond the capital. At Jalalpuram in A.D. 1253, Immadi Vishwanatha Dandanayaka is recorded as constructing temples including Bolleswaram, Malleswaram and Ganapeswaram, together with tanks and wells intended for irrigation and drinking water.

These inscriptions do not establish a rigid rule that every tank required a temple or that every temple automatically generated a town. Their value lies elsewhere. Across different reigns and different places, they repeatedly show water works and religious institutions appearing within the same productive landscapes.


A Landscape Built by Many Hands

One of the most striking features of this evidence is the diversity of people who participated in shaping the landscape.

The Kakatiya rulers were central to the political structure, but they were not the only patrons of irrigation and religious works. Royal women, commanders, soldiers, officers, subordinate chiefs and other local elites all appear in the inscriptions.

The examples show the variety of people, from different positions within the Kakatiya society, who participated in tank construction.

Mailamba is associated with Bayyaram tank. Kundamamba is associated with Kundasamudram. Mailala Chaunḍa excavated Chaunḍa Samudra at Kondaparti, while his wife Mailama caused a tank to be constructed at Katakuru. Vemabola Boddama Malla Nayaka, a soldier under Prola, built Malla Samudra together with temples at Matedu. Mallireddy is associated with Mailasamudram and the Mallikarjuna temple at Bekkallu.

This distribution of patronage suggests that hydraulic development was not simply a centrally executed royal programme. The larger political order provided the framework, while people at different levels could undertake works that altered their local surroundings.

The geographical evidence supports the same conclusion. Tanks associated with the Kakatiya period are recorded across areas corresponding to present day Warangal, Mahabubabad, Mulugu, Nalgonda, Karimnagar, Khammam and neighbouring regions. The sources also note the prevalence of tanks across the Kakatiya heartland, with some villages possessing more than one.

Such a landscape could not have depended entirely on a small number of monumental reservoirs.

It was built through accumulation: major reservoirs, village tanks, wells, channels and smaller irrigation works, each responding to local conditions while contributing to the agricultural expansion of the wider kingdom.


Maintaining the Water

The durability of the Kakatiya irrigation system depended on maintenance.

Bunds needed repair. Silt had to be removed. Canals and sluices required attention. The people responsible for these works needed support. The evidence concerning dasavandha and dasavandha manya shows that arrangements existed to connect irrigation maintenance with agricultural production.

This is an important distinction between building a tank and creating a functioning irrigation system.

A reservoir could be constructed in a single project, but its usefulness depended on repeated labour over many years. The same was true of wells, channels and water lifting devices.

The system was therefore both large and local. Major reservoirs such as Pakhala and Ramappa could support extensive tracts of cultivated land, while smaller tanks and wells served individual settlements and fields.

The Kakatiya hydraulic landscape should consequently be understood as infrastructure that required continuous human involvement. Its strength lay not only in the engineering of storage, but in the institutions and communities that kept the works operational.


From Warangal to the Wider Kingdom

The inscriptional sequence from the Kakatiya heartland is particularly valuable because it spans more than a century.

A.D. 1117, Hanamkonda. Mailam and Beta are associated with a tank and the Kadalalaya Jina Basadi.

A.D. 1120, Matedu. Vemabola Boddama Malla Nayaka constructed Malla Samudra and temples to Hari, Hara and Bhaskara.

A.D. 1176, Bekkallu. Mallireddy is recorded with the Mailasamudram tank and Mallikarjuna temple.

A.D. 1178–79, Yellampet. Perama Reddi is associated with a tank and Vishwanatha Deva temple.

A.D. 1217, Machapur. Vennappureddy is associated with temples and a tank at Bodhukodur.

A.D. 1228, Girmajipet, Warangal. Temples dedicated to Saleswara, Ganapeshwara and Sakaleswara are recorded together with Vavillala Pedda Cheruvu and Pedda Cheruvu.

A.D. 1253, Jalalpuram. Immadi Vishwanatha Dandanayaka is recorded with temples, tanks and wells for irrigation and drinking water.

Placed together, these records show continuity across different reigns and different social groups.

The same wider landscape includes major reservoirs such as Pakhala, Bayyaram and Laknavaram, along with tanks at Kundavaram, Kondaparti, Katakuru, Mupparam and other settlements.

Local geography remained important. Not every settlement developed in the same manner. Some reservoirs could exploit natural valleys and streams, while other communities depended on wells or smaller channels. The physical form varied according to the terrain.

What remained consistent was the importance of reliable water to agricultural expansion and settlement.

The expansion of cultivation also extended into forest and previously uncultivated areas as Kakatiya authority consolidated across new territories. Water infrastructure made such settlement more viable, while administration and local institutions helped integrate these landscapes into the kingdom.


Sacred Duty and Statecraft

Tank construction carried more than economic value to the Kakatiya society.

The idea of Sapta Santanas, in which the creation of tanks and other works could be regarded as meritorious, placed public benefaction within a religious framework. A ruler or local patron could therefore associate practical improvement with religious merit.

Temples and tanks could also become connected through endowments. Productive land generated agricultural resources, while temples and other institutions could receive land and income to sustain worship and institutional activities.

This does not mean that irrigation was undertaken solely for religious reasons, or that temple construction was simply an extension of agricultural policy. The evidence points instead to overlapping interests.

A tank could improve agriculture. A temple could strengthen an established religious institution. A land grant could support both productive activity and an endowed institution. Local patrons could gain religious merit while contributing to the prosperity of their communities.

For the state, these developments had a further consequence. Productive settlements were easier to integrate into systems of revenue and administration than sparsely cultivated frontier landscapes.

Under Prataparudra, the expansion and consolidation of Kakatiya authority continued across frontier regions. The incorporation of new lands into the agrarian sphere formed part of a broader process of political consolidation.

The resulting landscape brought together public utility, religious patronage and political authority, without requiring them to be treated as a single programme.


Tank Temple Town: Reading the Kakatiya Pattern

Tank Temple Town is a modern analytical framework, not a formally named Kakatiya doctrine.

No inscription currently before us describes such a system by these three words, nor does the evidence establish a rigid blueprint in which every settlement followed the same arrangement.

The value of the framework is that it helps us read recurring relationships across the evidence.

The tank represented the hydraulic foundation. It retained seasonal water and made irrigation possible.

The cultivated landscape gave that water economic value. Agricultural production supported settlements and entered systems of revenue and endowment.

The temple could become an enduring religious and institutional centre within that settlement, supported by grants and connected to the surrounding community.

The settlement gave the entire arrangement a permanent human presence.

And the state provided the political structure within which these local landscapes could be developed, maintained and connected to a wider kingdom.

These elements did not always appear together in precisely the same form. That variation is important. The Kakatiyas were not following a modern planning diagram.

What we see instead is a recurring process in which water, agriculture, settlement, religious institutions and revenue interacted with one another.

That is why the Tank Temple Town framework is useful. It shifts attention away from individual monuments and towards the landscape that surrounded them.


How the Kakatiyas Engineered Telangana

The Kakatiya achievement cannot be reduced to the construction of a few spectacular reservoirs or temples. Its deeper significance lies in the productive landscapes that developed around them.

Seasonal water was retained and distributed. Cultivable land expanded. Settlements grew. Temples and other institutions received endowments. Irrigation works were maintained through labour and economic arrangements. Local patrons participated alongside rulers and officials. Revenue connected agricultural production with the wider political structure.

The inscriptions from the Kakatiya heartland make this visible across generations, from Hanamkonda and Matedu to Bekkallu, Yellampet, Machapur and Girmajipet, and from there into the wider territories of the kingdom.

The evidence does not reveal a formal Kakatiya doctrine called Tank Temple Town. It reveals something more grounded: a repeated way of shaping landscapes in which water, land, settlement, institutions and political authority became closely connected.

A tank was therefore more than a reservoir. It could open land to cultivation and give a settlement an agricultural foundation. A temple was more than a monument. It could become an enduring religious and institutional centre within that productive landscape.

And a settlement was more than a collection of houses. Once supported by water, agriculture, institutions and revenue, it became part of the larger structure of the kingdom.

This is how various sections of Kakatiya society, including the kings, helped engineer Telangana and beyond.

Not through a single blueprint, but through thousands of decisions about water, land and settlement that, taken together, reshaped the landscape of a medieval kingdom.
